After studying at the University of Bonn, obtaining his doctorate and habilitation at the University of Mainz, Eberhard Wille was Professor of Economics from 1975 to 2010, in particular Public Finance at the University of Mannheim. He is currently as Emeritus i. a. Member of the Scientific Advisory Board of the Federal Ministry for Economic Affairs and Energy. From 1993 to 2018 he was member of the German Sachverständigenrat  zur Begutachtung der Entwicklung im Gesundheitswesen and from 2002 to 2012 its chairman. Since the mid-1980s he has been dealing with questions of health care systems and, above all, with the financing of statutory and private health insurance, the competition of the health insurance companies in connection with the risk structure compensation, the interface between the outpatient and inpatient services with an emphasis on integrated care and the benefit-cost analysis of medical services.
